Our Team

Our team of partners bring unique expertise in universal design and ADA accessibility with over 50 years of combined services working in and with government. The four of us have experience working with private sector entities, government agencies and authorities, as well as public and private utilities.

Claudia Roshanak Dillon

Managing Partner

As Principal Attorney for Civil Rights and Labor, Claudia’s areas of expertise are legal and policy work related to ADA compliance and employment matters. On a daily basis, she is presented with various ADA issues ranging from ADA project scope, compliance, audits, to name a few, and manages a team who creatively develop resolutions that enhance Citywide services, programs, and policies. In the past year, she helped create a new pedestrian ramp program for New York City, and continues to work intimately with its engineers, architects, as well as advocates in ensuring compliance with the ADA and a Citywide class action settlement. Claudia has a double major BA in philosophy, politics and law, and earned her J.D. at Pace University School of Law.

Eli Fresquez

Managing Partner

Eli has worked on ADA compliance issues throughout his career. Most recently Eli worked as Assistant Attorney General at the New Mexico Department of Justice – Affirmative litigation (Civil Rights Division) and as General Counsel at the New York City Mayor’s Office for People with Disabilities (MOPD) where he worked on citywide ADA issues. Eli also previously worked as a senior planner and ADA Coordinator for NYC Emergency Management and at the New York State Division of Human Rights. He has BAs in Political Science, Philosophy and minor in Economics from the University of New Mexico and a Law Degree from New York Law School. Eli is a certified ADA Coordinator and certified in Accessibility from the International Association of Accessibility Professionals. Eli most recently graduated from Harvard University’s National Preparedness Leadership Initiative in Cambridge, MA in June 2020.

Quemuel Arroyo

Managing Partner

Quemuel Arroyo is the Chief Accessibility Officer for the New York State Metropolitan Transportation Authority (MTA). As a wheelchair user and paraplegic, he lives and breathes the ADA daily and brings a hands on approach to our practice. Arroyo is a seasoned universal design and accessibility expert with a broad work portfolio across governments, not-for-profit, and private entities worldwide. His work enhances access in products, programs, services, and policies. He is a fearless disability advocate and enjoys the thrills of scuba diving and sailing. Arroyo holds a BA in History of Architecture and Urban Design as well as a Master in Public Administration from New York University.

Franco Esposito

Managing Partner

Over the past twenty years, Franco has worked extensively on a wide variety of accessibility concerns as well as reasonable accommodation issues. His experience stretches from buildings and facilities to public rights of way. He has worked on several significant lawsuits where he was instrumental in achieving settlements that were both fair and impactful. He advocates with passion and brings a breadth of knowledge and experience to accessibility issues. Over the past several years, Franco has worked on numerous employment accessibility issues including in relation to COVID. He holds a BA in history from Binghamton University as well as a law degree from New York Law School.
